The Executive Branch enacted Law 7665 to implement the commuter rail system in Asunción, with an investment of US$480 million and construction scheduled to begin in April 2027 in partnership with the United Arab Emirates.

The Executive Branch enacted Law 7665, which adjusts the legal framework for the implementation of the commuter rail system in the Asunción metropolitan area, a crucial step to unblock the mobility project that will connect the Paraguayan capital to the bedroom communities of the Central Department.

With the official publication of the law, the government establishes the legal, financial, and technical conditions for the rail project's execution, providing legal certainty to investors and clearly defining the responsibilities of the institutions involved in the undertaking.

The first phase of the project envisions an 18-kilometer route linking Asunción to Luque, with nine stations along the way. The estimated travel time will be approximately 26 minutes. The line will later be extended to Ypacaraí.

Minister of Public Works and Communications Claudia Centurión highlighted on social media that this is one of the country's most emblematic urban projects. Construction is expected to begin in April 2027, in partnership with the United Arab Emirates through the state-owned company Etihad Rail, which is already conducting detailed engineering work in the region.

The estimated investment for the commuter rail system is around 480 million dollars, and the next step will be an international bidding process, which will invite consortia specializing in railway infrastructure to submit their technical and financial proposals under the new legal framework.
