The Public Ministry of Paraguay has opened a criminal investigation to examine a complaint filed by the Ministry of Information and Communication Technologies (Mitic) regarding alleged unauthorized access to state computer systems. The Attorney General, Emiliano Rolón, has appointed the specialized prosecutor for cybercrimes, Irma Llano, to lead the investigation.

The complaint was filed by Minister Gustavo Villate on July 13th, following a joint statement issued by the governments of Paraguay and the United States on July 10th. The statement warned of the infiltration of Paraguayan state systems by multiple threat actors linked to the Chinese government, which was detected during a joint cybersecurity review.

The case also references a 2024 investigation that identified the cyberespionage group Flax Typhoon, which both governments attribute to actors with ties to China. China has denied the accusations and labeled them as slander.

Since Villate took over Mitic, there have been several cyberattacks against government systems, including the public information access portal, with anonymous hacker groups claiming to have stolen data from Paraguayan citizens.
