Vice President Pedro Alliana was photographed alongside businessman Guillermo del Puerto Moreno and Sports Minister César Ramírez during the Paraguay national team's match against Turkey at the 2026 FIFA World Cup in the United States. Del Puerto is the majority shareholder of Grupo Capital SA, the company that purchased the 1989 Beechcraft B58 aircraft used by former Colorado Senator Erico Galeano and alleged drug trafficking kingpins Sebastián Marset and Miguel Ángel "Tío Rico" Insfrán.
The twin-engine plane, which previously belonged to the gas-station chain Alpina SA, was owned by Galeano, who was sentenced to 13 years in prison for money laundering and criminal association under the "A Ultranza Py" operation, launched on February 22, 2022. According to the Public Prosecutor's Office investigation, Galeano allegedly provided logistical support to the criminal group by facilitating domestic air travel. The Fiscalía recorded at least five flights between November 24 and December 30, 2020, including one bound for Saltos del Guairá in the department of Canindeyú, carrying Marset, Insfrán, and other suspects.
After the operation was launched, Galeano and his companies began divesting their assets. On June 12, 2022, the former senator transferred the aircraft to Grupo Capital SA, represented by Del Puerto. The transaction occurred while Alliana was still a member of Congress and a colleague of Galeano's in the Colorado Party. The company, founded in 2013 with capital of just 100 million guaraníes, sharply increased its capital to 10 billion guaraníes just 40 days after purchasing the plane for 1 billion guaraníes in cash, according to an invoice dated May 10, 2022.
Furthermore, Del Puerto maintains a direct business tie to the vice president's family. He and Fabiana María Souto Ortiz, Alliana's wife and current member of Congress for the Colorado Party (ANR), were shareholders in the company Créditos del Sur SA, incorporated on September 23, 2022, with share capital of 3 billion guaraníes. After the aircraft became the property of Grupo Capital SA, Alliana himself used the plane on at least six occasions. The vice president publicly acknowledged having known Del Puerto for 15 years but stated that the relationship was strictly political in nature.
