The Senate Education and Culture Committee unanimously approved on Monday the bill that updates the legal framework against school harassment and cyberbullying in Paraguay. The initiative repeals Law No. 4633/2012 and adapts the regulation to the challenges of the digital age, explained the committee chair, Senator Hermelinga Alvarenga.
The text allows educational institutions to formally intervene in conflicts occurring on social media and other digital environments. It also involves families and teachers, establishing joint civil liability for psychological or economic harm caused to victims.
Another central pillar is the re-education of the aggressor, through community service and formative measures, avoiding early criminalization and promoting empathy. The bill also provides for sanctions against schools that attempt to cover up cases, including fines and suspensions.
During the same session, senators examined the bill guaranteeing access to detection and treatment of eating disorders, food intolerances and allergies within the health system, which received a favorable opinion with amendments and repeals Law No. 4959/2013.
