Congressman José Rodríguez (ANR–Capital) has introduced a bill aimed at the "recovery, enhancement, and comprehensive management" of the Mirador de Itá Pytã Punta, located on the Bay of Asunción. The proposal has been referred to congressional committees for review.
The initiative seeks to preserve the historical, cultural, scenic, tourism, and urban value of the viewpoint, as well as to ensure its use as an inclusive and sustainable public space. According to the bill's statement of purpose, the site is a fundamental landmark for the identity of the Paraguayan capital and its urban development, tied to the city's historical memory and its relationship with the Paraguay River.
The text notes that, despite interventions carried out at different times, the viewpoint has never benefited from an integrated public policy, resulting in the deterioration of its infrastructure and the limited use of its tourism and urban potential. The proposal advocates for a planned and sustainable intervention, guided by technical, environmental, urban planning, and heritage preservation criteria.
The bill empowers the state to lead the recovery and management process for the viewpoint, coordinating actions among public institutions, international organizations, and the private sector through diversified funding mechanisms. The proposal also urges the Executive Branch, through the Ministry of Public Works and Communications (MOPC), to provide the necessary financial and management resources, including budget allocations, technical cooperation, donations, and private participation schemes.
