Congressman Carlos Godoy has introduced a resolution bill requesting the Executive Branch, specifically the National Emergency Secretariat (SEN), to provide detailed information on the actions carried out, the resources allocated, and the results achieved since the enactment of Law No. 6319/2019, which declared a state of emergency for the indigenous communities of Paraguay's 19 native peoples.
The initiative aims to assess the degree of compliance with the measures provided for in the legislation and the scope of the assistance delivered to the beneficiary communities. According to the lawmaker, it is necessary to have up-to-date data that makes it possible to measure the impact of the policies implemented to serve populations that have historically faced conditions of social, health, food, and territorial vulnerability.
Godoy argued that, despite the efforts of various public institutions and organizations linked to the defense of indigenous rights, numerous communities continue to face difficulties in accessing essential services such as healthcare, education, drinking water, housing, and development opportunities. He added that factors such as insufficient protection of ancestral territories, environmental degradation, and pressure on natural resources have deepened the conditions of exclusion affecting these peoples.
In the statement of grounds, the congressman recalled that Law No. 6319 was enacted with the aim of establishing mechanisms for an immediate and coordinated response by the State to ensure comprehensive assistance to indigenous communities and to guarantee respect for their fundamental rights, in line with the National Constitution and the international commitments assumed by the country.
Through the request for information, the goal is to access official data on the programs implemented, the resources allocated, the actions carried out, and the results achieved since the declaration of the emergency. The congressman believes that this information will make it possible to evaluate the effectiveness of the public policies implemented, identify potential weaknesses in institutional management, and strengthen the monitoring and oversight tasks that fall to the Legislative Branch.
The resolution bill will be referred to the corresponding advisory committees before its eventual consideration on the floor of the Chamber of Deputies.
