Paraguay Chamber of Deputies has again placed on its agenda a bill led by ANR deputy Yamil Esgaib to establish as national symbols versions used during the dictatorship of Alfredo Stroessner. The proposal is backed by 13 other lawmakers.
Its backers say the design reflects the configuration approved by the Extraordinary General Congress on November 25, 1842. However, the National Secretariat of Culture sent lawmakers a copy of the original record, whose description of the symbols does not mention a red border around the shields.
The word orla appears in the document only in a heraldic sense, without a colour specification. The bill was rejected the previous year; the renewed debate centres on whether the historical record supports the Esgaib interpretation.
