Paraguay's Public Prosecutor's Office, through prosecutor Leonardi Guerrero, head of Criminal Unit No. 17 in Asunción, formally charged six people with the alleged production and use of non-authentic documents. The accused include legal professionals and officials from bodies linked to the judiciary.
According to the complaint, those charged as perpetrators include: a former court actuary from Curuguaty, a fiscal assistant from Coronel Oviedo, a former magistrate, and a sitting criminal judge for Liquidation and Sentencing in Pedro Juan Caballero. An employee of the Council of the Judiciary's Archive was charged as an accomplice, and an employee of the Judicial School as an instigator.
The investigation indicates that the accused allegedly altered copies of academic documents to increase their scores in evaluations and thus make it onto the shortlists for positions as judge, prosecutor, or public defender. Among the forged documents are updates to personnel files, certificates from the Judicial School, proof of continuing education from private institutions, and specialization certificates.
In particular, the Prosecutor's Office found that a copy of a specialization certificate in Criminal Procedure Law originally issued by the Private University of the East in the name of another professional was used. The document was allegedly altered with the personal data of the candidates and uploaded into the system through the Council's website.
The prosecution's hypothesis is that the receipt and uploading of these spurious documents onto the digital platform were facilitated by the employee of the Council of the Judiciary's Archive and the employee of the Judicial School, who allegedly acted to improperly benefit the competitors in the evaluations conducted by the institution.
