A German card licence is not a permanent Paraguayan licence. The first 90 days have a relatively clear visitor rule; after that comes a municipal process whose details depend on residence and category. Mixing the phases risks unlicensed driving, rental problems and an insurance dispute.
Germany's Foreign Office currently says that the international driving permit is recognized in Paraguay for 90 days and is valid only together with the national German licence. Paraguay's Law 5016 likewise gives a valid foreign licence no more than three months from entry. The safe set for a German visitor is therefore the German original, the appropriate international permit, a passport showing the entry date, and rental or vehicle papers.
The 90 days run from entry
Paraguayan law measures the period from entry into the country, not from hiring a car or applying for residence. Keep evidence of entry. Land-border travelers should make sure migration registers them correctly; missing entry data creates proof problems for both departure and the licence period.
The international permit is a standardized translation, not an independent authorization. Without the valid German licence it is insufficient. Conversely, the German card alone may not satisfy the current German travel guidance, a roadside check or a rental condition. Verify vehicle classes and carry originals, not only phone photos.
The period is not a personal “tourist licence” reliably reset by a short border run. A person whose center of life has moved should not use repeated stamps to evade a resident obligation. Immigration and traffic authorities can assess formal status and actual residence separately.
What happens after 90 days
Municipalities issue Paraguayan licences, which are valid nationwide. Law links the issuing municipality to the driver's residence. Asunción reiterated in 2026 that municipalities should not issue licences to non-residents.
Law 5016 includes an Extranjero category. It covers private vehicles and certain goods vehicles up to 2,000 kilograms load, lasts no more than one year, and is issued on presentation of the origin licence and immigration card, subject to applicable agreements. A normal Particular category covers private cars, jeeps, pickups and vans within statutory limits.
This is not a promise of a test-free German exchange. Paraguay has specific reciprocity agreements, such as Chile and Colombia. The current ANTSV exchange page describes particular bilateral routes, not a general swap for every foreign licence. A German should ask the residence municipality and ANTSV in writing:
- whether the municipality issues Extranjero licences;
- which immigration and Paraguayan identity documents it accepts;
- whether the German licence merely supports the category or replaces theory/practical tests;
- whether translation, apostille or authenticity confirmation is required;
- which Paraguayan class corresponds;
- whether the regular Particular route follows later.
A rental agent, broker or relocation helper cannot bind the authority.
The normal municipal application
Law 5016 sets national minimums. Municipalities generally require personal application, minimum age, sworn health declaration, psychophysical fitness, theory, basic technical knowledge, practical test, first-aid certificate and blood group. The Extranjero category has a language exception; a normal applicant must read and write Spanish and/or Guaraní.
Asunción also asks first-time applicants for a current life-and-residence certificate, which municipal information says comes from the local police station. First-aid courses may be offered by authorized driving schools, Red Cross, Health Ministry or fire services. The city operates psychotechnical, sight and hearing exams. Confirm sequence, appointments, current fees and certified copies on the municipal site immediately before applying.
Do not apostille an entire folder blindly. Ask for a written checklist for “extranjero con radicación [temporal/permanente] y licencia alemana vigente” and record the office and date. Municipalities implement national minimums but can organize workflow and fees differently.
Age 65 changes the rhythm
National law requires an annual psychophysical fitness examination from age 65. Asunción confirms psychotechnical, sight and hearing checks for issuance, renewal and annual revalidation of older drivers. This is not automatic unfitness; it is more frequent review.
Drivers using medication, with sight or hearing limits or needing an adapted vehicle should clarify medical documentation and permitted restrictions. The law allows specific authorization for certain disabilities using suitable prostheses or adapted vehicles if other conditions are met.
Five-year card, annual revalidation
The physical licence can last up to five years. Asunción also has annual revalidation, regularly due by the end of May. One does not replace the other: the printed date concerns card renewal, the annual municipal step concerns continuing validation.
Asunción introduced a QR format in 2026 linking roadside checks to the national register. It describes 20 initial points and progressive introduction of the points system. Do not assume the card's appearance or a paid fee is enough; check card, annual revalidation and register status.
A move to another municipality requires reporting and transfer under the statutory process. Law 5016 provides that the former licence is surrendered for the new one and does not remain valid indefinitely after a residence change. Asunción points to a short reporting period; obtain the current deadline for the actual move.
Licence, vehicle and insurance are three chains
A valid licence does not legalize the vehicle. An owner must address title or green card, municipal Habilitación, plates and any technical inspection. Municipality and residence matter for vehicle paperwork too. A rental adds contract, permitted drivers, border crossing and cover.
Insurance is practically critical. German travel guidance warns that accident losses are often not recovered when the responsible party lacks funds. Regardless of debate over implementation of compulsory accident cover, nobody should drive without robust liability and preferably collision/occupant protection. Verify:
- whether the contract accepts the foreign or Paraguayan licence;
- named drivers and age limits;
- bodily-injury and property limits;
- unpaved-road, night, alcohol, commercial-use and border exclusions;
- breakdown, towing, replacement and legal assistance;
- direct payment versus reimbursement.
A seller saying insurance is unnecessary describes their risk tolerance, not yours.
Roadside check and accident card
Carry originals securely and store copies separately. At a stop, remain polite, ask for the alleged offence, and require an official record and receipt for any payment. Germany's Foreign Office reports cases of tourists pressured to pay alleged fines and advises critical review and, if needed, contact with 911 or embassy duty staff.
After a collision, secure the scene without creating more danger, call assistance, document positions, damage, plates, people and witnesses, notify renter or insurer, and sign nothing you cannot understand. Know in advance which authority handles a city street versus a Ruta and the insurer's deadline for notice and inspection.
German travel advice says accident rates are markedly higher than in Central Europe. Night intercity travel, motorcycles, unlit vehicles, animals, surface condition and driving practices raise risk. Local familiarity does not replace defensive speed.
The transition plan
- Before leaving: verify the German card and obtain an international permit; read insurance and rental rules.
- At entry: ensure entry is registered and preserve the date.
- Early in the stay: ask the residence municipality and ANTSV in writing for the German-licence route.
- Once the route is confirmed: prepare only the documents and tests the competent office actually requires.
- Before day 90: obtain Paraguayan authorization or stop driving. A pending application is not automatically a licence.
- Annually: calendar revalidation, vehicle Habilitación, insurance and any inspection.
- Every five years or as printed: renew the card; from 65 observe annual fitness checks.
Bottom line
For a German visitor, the safe rule is simple: international and national licence together, no more than 90 days from documented entry. For a resident it is also clear despite local workflow: obtain a Paraguayan municipal licence in time.
The uncertainty sits between those sentences. Paraguay has a foreigner category but no generally advertised automatic German exchange. Get the municipal written checklist first, then tests and papers. Waiting until day 90 turns administration into a mobility crisis.
