Infrastructure works for Nuevo Barrio Bañado Tacumbú in Asunción are 66% complete overall, but construction of homes for more than 2,500 families has not yet begun. The project calls for a planned neighborhood in an area not prone to flooding, with utility networks, roads, community spaces and an ecological park connected to Laguna Yrupé.
Progress varies among the components. The sewerage network is 91% complete; the electricity system, 60%; and the drinking-water supply, 37%. Road infrastructure has reached 61%, including ground preparation, street openings, cobblestone installation, sidewalks and cycle paths.
The works are being carried out by Consorcio TYCIV, with technical oversight from HYTSA Estudios y Proyectos S.A. The contract sets a 21-month deadline and provides for completion in March 2027. The scope also includes green areas, public and community facilities, and the Laguna Yrupé ecological park.
The housing stage is in a separate procedural phase. International Public Tender No. 13/2026, conducted by the Ministry of Public Works and Communications (MOPC), received 21 financial bids and is under evaluation. The process will determine the company responsible for sustainable social housing, with different designs integrated into the planned neighborhood.
Progress on utility networks and roads does not amount to completion of the resettlement. The families’ move will depend on bid evaluation, contract award and construction of the homes, as well as the arrangements set out in the Definitive Resettlement Plan.
While the tender is being reviewed, MOPC social teams are conducting home visits and updating residents’ information. The work is intended to prepare for resettlement and support families throughout the intervention, which is part of the Bañado Tacumbú Rehabilitation and Housing Program.
The project has US$100 million in financing from the Inter-American Development Bank (IDB). For residents, the next concrete milestone will be awarding the housing contract: without that stage, the infrastructure remains preparation for a move whose housing construction has not yet started.
