The Paraguayan government has launched a new electronic fare card to guarantee free public transportation for people with disabilities. The initiative is a joint effort by the Ministry of Public Works and Communications (MOPC), through the Vice Ministry of Transport, and the National Secretariat for the Rights of Persons with Disabilities (Senadis), in compliance with Law No. 6556/2020.
Starting Tuesday, July 8, interested individuals can apply for the new card in person at Senadis headquarters in Fernando de la Mora, from 7:00 AM to 1:00 PM. Senadis General Secretary Sebastián Valdovinos explained that the process and the first card are free, requiring only a valid disability certificate and filling out a form on-site.
The key advantage of the new card is its compatibility with the Jaha and Más electronic validation systems used on buses in the Asunción Metropolitan Area. This allows the free-pass benefit to be applied automatically when swiping the card at validators, eliminating the need for additional activation and reducing conflicts with drivers who previously rejected the old card due to technical incompatibility.
Those who already have the old (orange-colored) card must request a replacement. Card issuance may take up to 20 business days, and Senadis will notify applicants for pickup. In cases of loss or theft, a police report must be filed, and a replacement card must be requested from the issuing company at a cost.
According to MOPC data, the National Electronic Fare System has recorded over 59,200 validations of the benefit—41,220 in 2025 and 18,290 in the first half of 2026. The goal is to issue 7,000 additional cards with the new technology. A digital portal was developed to streamline information sharing between the Vice Ministry of Transport and Senadis, optimizing the process.
