The Dirección Nacional de Ingresos Tributarios (DNIT), Paraguay's tax authority, implemented General Resolution No. 47/2026, which requires the declaration of crypto asset operations exceeding $5,000 annually, including transactions conducted through international platforms or without intermediaries. The measure, to be complied with via the Marangatu system—DNIT's declaration platform—starting in March 2027, has already raised concerns among sector businesses, which warn of the risk of users migrating to the informal market.
Marcelo Dvojak, president of BitBase, and Nicole Cobelli, vice president of X4T, stated in an interview with ABC Color that the volume of information required and the additional operational costs for local businesses could encourage customer evasion. Dvojak reported that his company is already operating at a loss: "Last month I was already working at a loss; I didn't even earn enough to pay the rent." He attributed the decline to a change in user behavior, with users opting for unregulated channels.
The business leaders argue that regulation should focus on operations with tax relevance, such as buying and selling, and not on the mere possession of cryptocurrencies in private wallets. "We want there to be a law, we want the operation to be taxed. Not the possession," Dvojak explained.
Additionally, Cobelli highlighted the competitive disadvantage faced by Paraguayan companies compared to foreign platforms, which do not bear the same local compliance costs. "The user can choose that alternative, and the Paraguayan company loses the operation," she said. Both call for immediate dialogue with DNIT to adjust the rule before the declaration obligation takes effect.
