The Integrated System for Administration of Registration of Actions (SIARA), a digital platform of Paraguay's Ministry of Economy and Finance (MEF), has enabled 33,375 people and legal structures since its implementation on January 2, 2026. The system has processed over 87,000 requests, including 58,625 registrations of legal representatives and 28,893 communications from the Administrative Registry.
The Director General of Persons and Legal Structures and Ultimate Beneficiaries of the MEF, María del Carmen Benítez, explained that the incorporation of different categories of entities occurs progressively, with the objective of ensuring an orderly transition from the previous platform, called SIMPLE.
The first stage of SIARA began in January with Non-Profit Organizations (NPOs), which already conduct all their registrations exclusively on the new system. In March, Joint Stock Companies (SA) and Limited Liability Companies (SRL) were incorporated, although they still use the previous platform for other corporate communications.
Since May, the system also allows the registration of legal representatives and communication from the Administrative Registry for simple partnerships, limited partnerships, limited partnerships by shares, branches of companies incorporated abroad, and general partnerships.
Benítez highlighted that SIARA introduces mechanisms for data standardization and normalization, in addition to automatic validations with other official sources of information, with the objective of reducing errors, inconsistencies, and duplications, strengthening the quality and integrity of registered information.
Simplified Joint Stock Companies (EAS), Investment Funds, and Trust Businesses continue using the SIMPLE platform, but will be incorporated into SIARA as developments progress according to the MEF's modernization plan.
