The Paraguayan government has announced a package of benefits for micro and small businesses that hold the Mipyme ID, including full exemptions and substantial discounts on over 100 registration, licensing, and certification procedures. The measure was announced by the Ministry of Industry and Commerce (MIC) and the National Service for Plant and Seed Quality and Health (Senave) during the Mipymes 360 Forum.
According to the new scheme, micro-enterprises will receive a 100% exemption from registration, maintenance, and licensing costs during the first three years of the measure. After this period, starting in the fourth year, they will maintain a 75% discount, while small businesses will receive a 50% reduction on all their administrative fees.
The MIC Minister, Marco Riquelme, emphasized that these incentives are a strategic move, considering that the Mipyme sector generates seven out of every ten jobs in Paraguay. He highlighted that there are currently about 25,000 Mipymes linked to the agricultural sector that are outside the state's administrative radar.
The president of Senave, Ramiro Samaniego, explained that the resolution covers 110 institutional services and eliminates the exceptional processes that small producers previously had to complete to request individual exemptions.
During the forum, the president of the Paraguayan Federation of Mipymes (Fedemipymes), Luis Tavella, stressed that Mipymes constitute the backbone of the Paraguayan economy and account for a fundamental part of the labor force. He mentioned advancements such as reserving 20% of the public procurement market for Mipymes and securing a 10% participation in the Zero Hunger program.
Tavella also pointed out the need to discuss modifications to the charter of the social security institute (IPS) and to analyze the separation of healthcare and pension systems. Among the main obstacles for the sector, he identified informality, access to credit, and the digitalization gap.
Riquelme reported that over 500,000 companies already have the Mipyme ID and announced that the Vice Ministry of Mipymes will present the National Entrepreneurship and Mipymes Plan 2026-2031. It will also convene the first meeting of the National Mipymes System to institutionalize spaces for dialogue and coordination.
