The Unified National Registry (RUN), which unified public registry, cadastral, and surveying services, continues to face a mismatch between demand and its processing capacity. Data provided by the institution's senior manager, Lourdes González, shows that between June 17 and July 1, 2026, 15,606 documents were submitted, but only 7,618 were issued, leaving an accumulation of 7,988 pending cases.

As a result, the total number of pending files jumped from 37,528 to 45,516, an increase of 21.28% in just two weeks. The resolution rate, which was 82.35%, fell to 80.06%, indicating that the influx of new procedures consistently exceeds the capacity to process them.

The majority of the workload (80.72%) is concentrated in services involving the registry component. The most requested procedure is the Registered Real Estate Cadastral Certificate, accounting for 34.56% of submissions, followed by real estate purchase and sale operations (11.56%).

In practice, public notaries report that the benefits promised by the unification have yet to materialize. The president of the Council of Public Notaries of Paraguay, Ana María Niella, stated that processing times have lengthened, with certificates that previously took about ten business days now requiring approximately 15 business days.

According to the vice president of the College of Notaries of Paraguay, Katia Ayala Ratti, the delays are even greater in the country's interior, where documentation must circulate between regional offices, maintaining separate circuits despite the promise of a single window for services.
