Real estate development in Paraguay is expanding beyond the construction of residential apartments, also encompassing projects that support the establishment of local industries. The city of Luque, in the metropolitan area of Asunción, currently stands out as the main hub of real estate growth outside the capital.
Raúl Constantino, an engineer and president of the Paraguayan Chamber of Real Estate Developers (Capadei), stated that Luque has attracted the majority of investment in housing developments in Greater Asunción, a trend that is expected to continue as local infrastructure develops. He emphasized the importance of investment in public infrastructure, such as drinking water networks, sewage systems, stormwater drainage, roads, and public transportation to ensure quality services for the population.
Luque also leads in housing credit applications through the government program Che Róga Porã, outpacing other major cities in the Central Department, such as Capiatá and Ñemby. In addition, the logistics sector has gained relevance, especially with the boost given to the Acceso Norte, which connects the region to important routes such as the Transchaco and PY03, facilitating access to the Bioceanic Corridor and the north of the country.
Alberto Gross Brown, owner of AGB Constructora, highlighted that Luque has become a more affordable alternative compared to Asunción, where real estate prices have risen significantly. His company is involved in projects such as Aquaterra, a gated community with an artificial lake near Silvio Pettirossi International Airport, as well as other developments in Asunción, Fernando de la Mora, and Villeta.
Luque is home to several large-scale residential and commercial developments, such as Paseo Rosario by Oga and Shopping Arazu. Among the residential projects, notable ones include Aquaterra, Jardinia, Complejo República de Luque, the Arbolia Luque residential park, and Porta 04 Monte Alto, with deliveries scheduled through 2028.
The government is also investing in infrastructure in the region, highlighted by the Commuter Train project, representing an investment of approximately 450 million dollars and promising to improve mobility between Luque and Asunción. The widening of Tape Tuja Avenue and the construction of an overpass that will connect the Conmebol area to the Luque-San Bernardino stretch are other works expected to streamline local traffic, with completion projected for the first half of 2027.
