Paraguay Creates Permanent Residence Visa for Foreign Investors

Paraguay implemented in April 2026 a new permanent residence regime for foreign investors, known as Paraguay Investor Pass. The measure, established by Resolution 0283/2026 of the Ministry of Industry and Commerce (MIC), allows foreigners to obtain permanent residence directly, without the need to first complete two years of temporary residence.

The program offers four investment modalities. The productive option requires a minimum of $70,000 and a business plan that generates at least five formal jobs. The tourism investment requires $150,000, while the real estate and financial modalities each have a floor of $200,000.

In the case of real estate investments, it is possible to prove the operation with a public deed or certified private contract, provided at least 30% of the value has already been paid. The property cannot be intended solely for personal or family use and must generate income, appreciation, or productive exploitation.

For the financial alternative, the minimum investment of $200,000 must be made through an entity authorized by the Securities Superintendency of the Central Bank of Paraguay (BCP). The funds must remain invested for at least two years, with an obligation to report annually.

The Unified System for Business Opening and Closing (Suace) has up to five business days to issue the Foreign Investor Certificate (CIE) after receiving complete documentation. However, the total time to obtain permanent residence subsequently depends on procedures with Migraciones, whose specific timeframe is not established in the resolution.
