Paraguay's National Directorate of Migration (DNM) has established new rules for foreigners to prove economic solvency when applying for permanent residency in the country. The change was formalized by DNM Resolution No. 407/2026, which goes into effect on July 6, 2026.
The regulation unifies the documentary criteria for proving lawful means of support, eliminating differences that existed between procedures carried out under Migration Law No. 6984/2022 and the Mercosur Residence Agreement. The goal is to organize procedures and strengthen controls over the stay of foreigners in Paraguayan territory.
Applicants will now need to submit documentation that verifies both their income and the effective exercise of their declared professional, labor, or economic activity. The resolution details 12 categories for proving solvency, including professionals, employees, remote or digital nomad workers, property owners, retirees, and students, each with specific requirements.
Another change removes the information about the foreigner's profession from the printed admission card. However, this data will remain registered in the DNM's computerized system for administrative and control purposes.
The new requirements will only apply to processes initiated from the effective date, July 6th.
