Deputy Rocío Vallejo submitted a draft resolution requesting that the Ministry of Public Works and Communications (MOPC) provide detailed information on the progress of the Tren de Cercanías. The request will first be reviewed by the Chamber of Deputies committees before potentially proceeding to the floor, making the initiative’s next legislative step clear.
The project matters because of its potential impact on mobility in the metropolitan area, public transport planning and Paraguay’s regional connectivity. The resolution, however, seeks to establish what stage the project has actually reached and what conditions would be required for it to move forward.
The requested information includes the project’s background, tenders held, any awards made and the current stage of implementation. Vallejo is also asking MOPC to report the physical and financial completion percentages, as well as the timeline for the effective start of the works and the subsequent launch of the service.
The request includes questions about the project’s financial scope: the estimated total investment, the amounts actually implemented and disbursed to date, and the planned sources of financing. The deputy is also requesting a list of the main contracts signed and a breakdown of the items that received the funds already used.
Another part of the request concerns possible factors that may be hindering the project’s progress. Vallejo wants MOPC to detail any administrative, legal, budgetary and social obstacles, as well as pending expropriation proceedings and possible conflicts with property owners, municipalities or other groups involved in the route planned for the railway system.
The draft resolution also asks whether there have been changes to the original design. If there have been changes, the ministry must explain the reasons and state whether they caused any variation in the initially estimated cost.
Finally, the request seeks information on the measures MOPC has been taking to address the possible obstacles and speed up implementation. These points are framed as questions for the ministry to clarify through Vallejo’s request, should the initiative advance through the legislative process.
The text will first be referred to the Chamber of Deputies committees. Once the corresponding reports have been issued, it may be placed on the agenda and submitted to the full chamber for consideration.
