Applying for residency, registering for a RUC and incorporating an EAS are three common procedures for foreigners and entrepreneurs in Paraguay. Digital systems now play an important role in all three.
The practical question, however, is not whether an online portal exists. It is: Can the entire procedure be completed online, or will you eventually have to appear at a government office?
The three procedures at a glance

Residency: the application is in person
For temporary residency, the rule is clear. Paraguay's Dirección Nacional de Migraciones explicitly states that the procedure is personal and must be carried out in person.
Many documents have to be presented as originals together with authenticated copies. Depending on the applicant's circumstances, these can include a passport or other identity document, birth certificate and several criminal or police background certificates.
Documents issued abroad generally have to be apostilled or legalized. Documents in foreign languages are also subject to translation requirements.
The internet is therefore mainly useful for preparation: checking the latest requirements, obtaining documents and making sure that apostilles, certifications and translations are in order. It does not replace the actual residency application.
Temporary residency also gives access to a Paraguayan identity card, or cédula, which is issued separately by the Policía Nacional.
RUC: start online, finish with DNIT
Registration in the Registro Único de Contribuyentes, or RUC, genuinely starts online.
Applicants enter their personal or company information in DNIT's system and upload the documents required for their particular case. RUC registration is necessary for people and companies carrying out taxable economic activities in Paraguay.
After the online application has been processed, DNIT contacts the applicant by email and arranges an appointment at the corresponding regional tax office.
At that appointment, registration is finalized, the required documents are signed and access credentials for the Marangatu tax system are generated.
Anyone applying for a RUC should therefore monitor their email after submitting the online form and allow time for an additional office visit.
EAS: the company itself can be incorporated online
The Empresa por Acciones Simplificadas, or EAS, is the most digital of the three procedures. Paraguay's Ministry of Industry and Commerce describes the incorporation process as fully online.
There is, however, an important prerequisite. The company's principal legal representative must access the system using Paraguayan electronic identity.
That electronic identity can only be created with a Paraguayan identity card.
This does not prevent foreigners from owning an EAS. Foreign shareholders are permitted. If they do not personally meet the requirements for the principal legal representative, an eligible representative can be appointed. When a third party represents the shareholders, formal powers of attorney may be required, including legalization or apostille requirements for documents issued abroad.
72 working hours — under specific conditions
For an EAS using the standard articles generated by the system, MIC states a processing period of 72 working hours when the application contains no observations that need to be corrected.
Applicants should nevertheless avoid treating that period as a guaranteed completion date.
Pytagua submitted its own EAS incorporation application on July 7, 2026. On September 6 — 61 calendar days later — the application was still awaiting its initial review.
One case cannot establish the average processing time. It does show that entrepreneurs should leave additional time when planning contracts, bank accounts or the intended start of business operations.
What does this mean for foreigners?
A foreigner who has recently arrived in Paraguay and wants to handle the procedures personally will often encounter a practical sequence:
- apply for residency and appear in person at Migraciones;
- after obtaining residency, apply for a Paraguayan cédula;
- use the cédula to create an electronic identity;
- use that identity, for example, to act personally as the legal representative when incorporating an EAS.
Foreign shareholders who do not want to wait until they have their own Paraguayan cédula can, subject to the applicable requirements, establish an EAS through an eligible legal representative.
“Online” does not mean the same thing at every authority
The three procedures illustrate different levels of digitalization in Paraguay.
At Migraciones, the internet mainly supports information and preparation. RUC registration is submitted online but completed with an in-person appointment. EAS incorporation, by contrast, can itself be completed online.
Before starting a government procedure, the useful question is therefore not simply whether an online portal exists. It is which steps the portal actually replaces — and which steps still require you to appear in person.
