Paraguay: election tensions, growth, and public-service bottlenecks
Electoral violence and disputes in Asunción contrast with economic expansion and services under pressure.
The October 4 municipal election runs through the week: reports of violence and accusations over the management of Asunción heighten political tensions, while the Colorado Party’s contest for 2028 remains unresolved. The economy continues to expand, but growth has slowed; investment and financing projects coexist with pressure on producers and everyday infrastructure failures.
Politics | Municipal campaign under pressure
Just days before the vote, attacks and robberies targeting candidates have prompted warnings about electoral violence, while rivals in Asunción trade accusations over Óscar Rodríguez’s management. The estimate of 500 billion guaraníes in misappropriated funds is a campaign allegation, not a judicial finding. Alliana and Cartes reaffirmed Colorado unity without settling the future presidential ticket.

Economy | Growth and capital, with caveats
GDP grew 4% in the second quarter, after 7.3% in the first; domestic demand fell, and the result was supported by external demand. The government announced US$200 million for the forestry sector, with disbursements expected to begin in 2027. The US$1.63 billion in external financing, meanwhile, is at different stages: it has not already been disbursed and is not immediately available.
Agriculture | Exports rise, heat ahead
External sales of chia have nearly quintupled in seven years, reaching 83,591 tonnes and US$233.6 million across 90 markets. At the same time, the Ministry of Agriculture warned of highs of up to 43 °C in the Chaco and recommended protecting crops and animals. For the sugarcane harvest, state-owned Petropar will send part of Troche’s production to a private mill.

Infrastructure | Investment is not enough without delivery
The financing portfolio and MOPC’s larger budget point to transport and sanitation projects, but implementation and service quality remain in question. In Lambaré, residents reported being without water for more than 24 hours after an outage announced as brief. At the Integration Bridge, time and documentation restrictions coincided with just four private cars crossing in the first week after access was granted.
Security | Risk and institutional capacity
Electoral violence is a concern amid attacks and robberies reported by candidates. Outside the campaign, anti-drug operations eradicated 26 hectares of marijuana in Caazapá and Amambay, while seizures in Brazil exposed smuggling and trafficking routes linked to cargo of Paraguayan origin or Paraguayan vehicles. The cause of the fire that nearly destroyed the Bakana hotel boat has not yet been determined.

Society | Practical rules and disputes over services
Official guidance helps foreigners navigate the rules for registering in Paraguay a marriage celebrated abroad or entering with dogs and cats; both require documentation and attention to deadlines. In Asunción, the city council only referred a collective contract with pay increases and benefits to committee—it did not approve it—amid a dispute over costs, legitimacy, and election timing.
