Can permanent foreign residents vote and run in Paraguay's municipal elections?
Foreign nationals with permanent residency have unusually extensive political rights at municipal level in Paraguay: they can register to vote, elect the mayor and Municipal Board, and under the statutory requirements stand for municipal office themselves. This matters in practice because municipalities regulate issues including land use, construction, streets, waste, markets and local traffic. One unusual provision of the Electoral Code, however, concerns foreign residents who are also entitled to vote in another country.
